Steffan kam 1833 als Schriftlithograf nach München, studierte am Polytechnikum unter Romberg sowie an der Akademie unter Christian Zimmermann, Peter Cornelius, Julius Hess sowie Schnorr von Carolsfeld und Kaulbach. Er stand dem Freundeskreis von Joseph Wenglein nahe. Ein Werk seiner Hand befindet sich in der Maillinger Sammlung München. Johann von Halbig schuf eine Bildnisbüste des Malers, die in die Neue Pinakothek kam.

He came to Munich in 1833 as Schriftlithograf, studied at the Polytechnic under Romberg and at the Academy under Christian Zimmermann, Peter Cornelius, Julius Schnorr von Hess and Carol Field and Kaulbach, he was close to the Friends of Joseph Wenglein. A work of his hand is in the collection Maillinger Munich. Johann von Halbig created a portrait bust of the painter, who came to the New Pinakothek.
