A self-taught artist from a meager background; Howell began his career at a time when few African American artists were making their way. He had numerous exhibitions in San Francisco, Los Angeles, Boston and Provincetown. One painting, "Brown Painting" was purchased by the Oakland Museum. He maintained his own gallery in San Francisco's Haight-Ashbury district during its flowering years. He taught painting there, sponsoring many minority children. During the 70's and 80's he exhibited extensively, working on new techniques, including a serigraphy innovation. Stanford University mounted a retrospective of his paintings in 1999 and at the Oakland Museum in 2002.
